On July 6th, the Department of Internal Political Security, Ministry of Public Security coordinated with the Inspection Department of Information and Communications of Hanoi to impose an administrative fine on Bùi Xuân Huấn (also known as “network gangster” Huấn Hoa Hồng, born in 1985, residing in Yên Bái province).
Huấn had engaged in the publishing and distribution of two books titled “The Best Way to Make Money” and “Online Business Secrets” without having the publishing decision from the publisher or the competent authority as stipulated in Article 10 of the 2012 Publishing Law.
Selling two books without a certificate of business registration violates Article 66 of Decree 78/2015/ND-CP of the Government regarding business registration.

“Network gangster” Huấn Hoa Hồng was fined 17.5 million VND for illegally publishing money-making books.
Specifically, in mid-April 2020, “network gangster” Huấn Hoa Hồng posted on his personal account introducing the publication and distribution of two books “The Best Way to Make Money” and “Online Money-Making Secrets”.
“Network gangster” Huấn Hoa Hồng introduced these two books as self-invested writings and sold them for nearly 800 thousand VND per set. Subsequently, the authorities intervened to investigate and summoned “network gangster” Huấn Hoa Hồng for questioning.

During the questioning, “network gangster” Huấn Hoa Hồng admitted that the content of the books was gathered from social media, then he edited some phrases and attached the name “SG Publishing” to the cover of the books, selling them openly on social media without going through the competent authorities for approval.
