Recently, the Police Newspaper reported that the Investigation Security Agency of Tuyen Quang Province issued a Decision to prosecute a criminal case, prosecute defendants, and execute a Temporary Detention Order against Vu Van Thin, born in 1988, residing in Kha Son commune, Thai Nguyen province and Dinh Manh Dung, born in 1989, residing in Hac Thanh ward, Thanh Hoa province for the crime of Disseminating obscene cultural products.

According to the case file, since 2018, Vu Van Thin has established many websites to upload clips containing pornographic and obscene content, attracting a large number of visitors, with the aim of making money from advertising.
During the commission of the violations, Thin recruited several other individuals to work with him, including Dinh Manh Dung.
Realizing that making money was easy, the individuals expanded the number of websites; using high-tech means with sophisticated tricks to commit crimes, aiming to increase profits and evade censorship from telecommunications service providers in Vietnam.
By the time they were discovered, Vu Van Thin had established, managed, and operated 287 websites, uploading over 21,000 clips containing pornographic and obscene content; Dinh Manh Dung, in addition to working for Vu Van Thin, also independently created, managed, and operated over 100 websites, uploading more than 1,000 clips with pornographic and obscene content.

Tien Phong newspaper cited information from the investigation agency assessing that this is a case of very serious crime. The act of disseminating obscene cultural products not only violates the law but also infringes on societal morals and ethics; it poses risks of causing many negative consequences, especially for children and teenagers. This can be a source crime, a driving force for other deviant behaviors, including child exploitation.
Currently, the Investigation Security Agency of Tuyen Quang Province is continuing to investigate and expand the case.
